Yes. Before taking your Class 1 (Cat CE) practical test, you must first obtain your Class 2 (Cat C) licence. However, if you’re starting fresh, you don’t need to pass a C1 test before going for your Cat C.
If you want to qualify directly as a Class 1 driver, you’ll still need to complete the required tests, including Cat C and CPC training. Passing these adds the Cat E entitlement to your licence, showing you’re serious about becoming a professional HGV driver. While you can skip working through the lower levels, you must still meet all the training and testing requirements.
